Landlord electrical duties in Cardiff
The Renting Homes (Wales) Act brought electrical safety inside the fitness for human habitation test on 1 December 2022. A rented home needs an EICR at least every five years — sooner if the report itself says so — carried out by someone competent to BS 7671.
Two things catch landlords out. The first is alarms: a mains-powered, interlinked smoke alarm on every storey, with battery units allowed to supplement them but never to replace them, plus a carbon monoxide alarm in any room containing a gas, oil or solid fuel appliance. The second is the deadline — the EICR has to reach the contract-holder within 14 days of the occupation date, or within 14 days of the inspection if the test happens later, and written confirmation of remedial work is on the same clock. The NRLA has reported a High Court ruling that missing that window can make a property unfit even where the inspection itself passed.
If you let property anywhere in Cardiff, those duties apply whether the house is a Cathays student let, a Grangetown flat or a family home in Llanishen.
